This memorandum explores whether the civil provisions of the Racketeering Influence and Corrupt Organizations (RICO) Act can be applied to landlords who rent properties with the knowledge they are providing substandard living conditions. The memo includes an outline of the basic elements, examples of successful civil RICO claims against landlords, as well as practical drafting advice.
